I need an explanation of how free agency works. Dave sends an email advising the clock starts on Thursday. If the clock starts Thursday that suggests the 24hr clock starts Thursday. A bid can be made Friday and should be valid. Any bid made made before Thursday can be out bid on Friday. There needs to be an exact time given when the 24hr clock starts.

Please disregard the above. I was misreading the FA email. I do need clarification
What time Thursday night do the bids get locked
If the bids are locked Thursday night does this mean a bid can be made Thursday night before deadline on any bid made.
Example
Sunday bid is made on a 3b by another gm However I want a different 3b and make bids on 3b I want. However come Wednesday night the bid on the 3b I want becomes to expensive can I then pivot and bid on the 3b that has a bid from Sunday with no other bids on that player. How I read the rules I believe I can do this but again I could be reading the rule incorrectly

9 pm If somebody bids at 8 pm on closing night, it has to go another 24 hours close. If I say "players start signing Thursday night at 9 pm" that means any player being bid upon and the leading bid has been leading for at least 24 hours, they sign at that point. 24 hour lead that morning would not be final, people could still bid up to 9 pm. Then, from that point the player signs whenever there is a 24 hour lead.
